WWF SSF project - Transforming Small Scale Fisheries in the Mediterranean – Phase II

WWF is dedicated to transforming small-scale fisheries (SSF) in the Mediterranean by promoting co-management, enhancing their sustainability potential, and improving fishers’ income and livelihoods. As part of this effort, Nisea provided technical assistance aimed at assessing the socio-economic conditions of selected project sites in Italy, Croatia and Turkey. The goal was to produce a comparative and comprehensive regional analysis of fishers’ perceptions and socio-economic activities across the selected project sites. Additionally, the assessment serves as a baseline for tracking patterns and trends from 2022 onward, supporting long-term evaluation of the project’s impact through 2028

RDBFIS II - Hosting, maintenance and further development of the Regional Database for the Mediterranean and Black Seas.

The objective of the Med&BS RDBFIS II project is the implementation of the regional database and interactive platform created in the previous Med&BS RDBFIS project. In particular, the platform is able to collect data relating to fishing activity in the Mediterranean Sea and the Black Sea and produce the outputs necessary to respond to the various national and European data calls (e.g. DCF, DCRF), as well as carry out the appropriate processing to check the quality of the outputs before being transmitted to the various datacalls. Furthermore, the project will take care of finding a suitable and accessible arrangement for the various users of the database, and developing further improvements of the same. Training and support phases are planned to expand the number of users able to use this platform.

FOF - Foresight Study on Fishers of the Future

Cost–benefit analysis of the use of eco‑sustainable fish boxes

The aim of the study is to provide qualitative and quantitative evidence of the costs and benefits deriving from the use of polypropylene boxes by Italian fishing enterprises. With reference to the main products currently available on the market (polypropylene boxes for landed fish), case studies were developed to quantify the medium‑ and long‑term impact of adopting eco‑sustainable polypropylene boxes on the key economic performance indicators of fishing fleets with higher production volumes, such as trawlers, purse seiners, pelagic trawlers, and longliners. In addition, a qualitative analysis was conducted to examine the main benefits and/or critical issues observed in fishing communities where eco‑sustainable boxes have already been adopted, recording both advantages and challenges along the supply chain.

Employment in the fisheries sector. Demographic and social data

The aim of the study is to provide detailed information on the social and demographic composition of crew members, useful for improving current active labour and training policies. In particular, statistics are provided at a detailed geographical level (administrative regions), with a focus on aspects such as crew qualifications (captain/chief engineer, sailor, deckhand/cabin boy). Through focus groups in three selected fishing communities, specific issues were further examined, particularly the training gaps among crew members and the lack of generational turnover, in order to identify additional factors of complexity that characterize the labour market in the fisheries sector.

MPA - Mapping of marine protected areas and their associated fishing activities: Mediterranean and Black Seas (MAPAFISH-MED)

This study, funded under the European Maritime, Fisheries and Aquaculture Fund (EMFAF), provides an up-to-date overview of marine protected areas in the region. It improves the scientific knowledge base used to characterise the existing marine protected areas, providing the most comprehensive insights into the fishing activities present within marine protected areas and their surrounding areas to date; and increasing the understanding of the response of fishing activities to marine protected areas implementation.

BluMater - Protezione e ripristino della biodiversità e degli ecosistemi marini e dei regimi di compensazione nell’ambito di attività di pesca sostenibili.

The project developed a responsible model for the recovery and management of waste from fishing and aquaculture activities. As part of the initiative, Nisea carried out a socio-economic analysis of the fishing communities involved, assessing the costs and revenues associated with waste collection and delivery. A dedicated software and web-based user interface were created to generate QR codes and ensure traceability of the volumes delivered. Additionally, the project produced the BLU MATER Model guidelines, which include a reward and incentive system for vessels adhering to the BLU MATER framework

WWF - Transforming Mediterranean small scale fishery con WWF Mediterannean.

In 2022 Nisea conducted, under the umbrella of the WWF initiative “Transforming Mediterranean Small-Scale Fisheries”, a sampling survey in selected SSF sites in Italy, Greece, Croatia, and Turkey (“SSF1” project); the overall objective of the study was to improve the knowledge of the socio-economic conditions, fishers ‘perceptions and socioeconomic behaviour of the Small-Scale Fisheries sector; in addition, one of the outcomes of the second phase of the project was to measure socio-economic and livelihoods changes compared to 2018 and therefore measure the impact of the project considering other factors such as the impact of the COVID-19 pandemic and the level of engagement with the project activities.

Under the umbrella of the MARE/2020/08 “Strengthening regional cooperation in the field of data collection”, the construction of a Regional Database (RDB) for the Mediterranean and Black Seas was funded.
A web-based integrated fisheries information system was developed with the aim to: (i) enable reliable scientific advices and support the work of the RCGs, (ii) facilitate the work of the EU Member States, (iii) allow end users to calculate statistical estimates of data tailored to their needs and help to streamline and ease the reporting of Member States on the EU data collection.

Regional Coordination Groups (RCGs) have been set up to facilitate coordination. FISHN’CO addresses the need to develop Regional Work Plans (RWPs) for the RCGs North Atlantic, North Sea and Eastern Arctic; Baltic; Large Pelagics and Economics Issues, delivering support to these RCGs and the Inter Sessional Sub-Groups.

In addition to this main objective, two further activities were carried out: (a) a survey on operators’ perceptions regarding the potential benefits and expectations associated with participation in the Blufish project; (b) an analysis of the international market potential for fishery products characterised by sustainability certification.

PrizeFish - Piloting of eco-innovative fishery supply-chains to market added-value Adriatic fish products - Economic survey and pre-assessment.

Monitoring and evaluation of Adriatic fisheries falling within the scope of interest and potential application of the ARFM (Adriatic Responsible Fisheries Management) certification approach.
Activity 1: organisation of meetings with key stakeholders from selected Adriatic fisheries in order to identify potential operators interested in the certification process implemented within the PRIZEFISH project. NISEA contributed by supporting the organisation and facilitation of the meetings and by preparing the summary report. The consultations were held in Caorle (Veneto), Marina di Ravenna (Emilia-Romagna) and Ancona (online, due to the Covid lockdown).
Activity 2: (a) implementation of an economic survey aimed at establishing the socio-economic baseline of the fisheries selected for the subsequent pre-assessment phase. The survey was based both on the collection of official data (National Data Collection Framework) and on an ad-hoc survey designed to gather operators’ expectations and perceptions regarding the certification pathway undertaken within PRIZEFISH. (b) Pre-assessment of the selected fisheries, based on the standards defined in the guidelines developed and approved in the previous phases. For the first time, the pre-assessment also included socio-economic aspects.

MedBLand - Synthesis of the Landing Obligation Measures and Discard Rates for the Mediterranean and the Black Sea.

The MedBLand study aims at an improved understanding of the management measures put in place in the Mediterranean and Black Sea to implement the LO, to evaluate if discard reduction took place, the main reasons for discarding and to ensure enforcement and control.

FISS – Evaluation of fisheries statistics

The objective of this work is to provide a detailed assessment of the relevance, economic efficiency, added value, statistical quality, and overall efficiency of the statistics collected under Regulation (EC) No 1921/2006, Regulation (EC) No 216/2009, Regulation (EC) No 217/2009, Regulation (EC) No 218/2009, Regulation (EC) No 762/2008, as well as those related to the European Union fishing fleet (including Norway and Iceland). The purpose is to evaluate the extent to which the current regulations have achieved their intended objectives and whether the data collected are suitable for meeting those objectives. The analysis therefore also assesses whether European fisheries statistics provide significant added value for end users, considering the costs incurred for their production.

Production costs of the national mussel farming sector

The project developed an analysis of the production costs of the national mussel farming sector. Following discussions with AMA, three main cost items—concessions, energy, and seed—were identified and analysed in order to support producers in monitoring and optimising their management practices. The study used both questionnaires and interviews administered to a representative sample, based on shared aspects and criteria defined and refined together with AMA members. The results provided comparable and commonly agreed data, useful for business decision-making, negotiations, and future sectoral policies.

BLUFISH - Fase 1&2 Mapping

The general objective of the BluFish project is to guide Italian Mediterranean fisheries towards sustainability through the pre-assessment of selected fisheries against MSC standards and the subsequent identification of Action Plans to achieve sustainability. NISEA contributed to the Fast Scan phase (Phase 1.a) and the Deeper Mapping phase (Phase 1.b), both preliminary to the pre-assessment. In particular, NISEA coordinated actions aimed at scanning all Italian fisheries operating in the Italian GSAs (9, 10, 11, 16, 17, 18, and 19) in order to establish an approximate number of potential Units of Certification (UoC). This initial overview was used to inform the selection of 50 UoCs on which to focus the subsequent Deeper Mapping phase. The mapping phase aimed to describe and analyse in detail the 50 UoCs, including their stakeholders, operating environment, markets, and related aspects. The results of this phase were then used by the client to select 10 UoCs to be submitted to pre-assessment according to MSC standards.

RECFISH -Recovery of fisheries historical time series for the Mediterranean and Black Sea stock assessment.

The RECFISH project has been developed with the ultimate objective of creating a reference database containing historical fisheries data pre DCR/DCF in the Mediterranean Sea (prior to 2002) and Black Sea (prior to 2008), to provide standardized CPUEs and to build some case studies where historical landings and CPUEs are integrated into recent stock assessments.

MINOUW - Science, Technology and Society Initiative to minimize Unwanted Catches in European Fisheries.

The MINOUW project is an initiative under the Horizon 2020 Framework Programme aimed at reducing unwanted catches in European fisheries. The MINOUW Project is made up of over 15 different maritime science institutes and bodies from across Europe, and brings together scientists, fisherman, NGOs and policy makers. It aims to encourage the adoption of fishing technologies and practices that reduce unwanted catches, and contribute to the eventual elimination of discards in European fisheries.

SUCCESS Strategic Use of Competitiveness towards Consolidating the Economic Sustainably of the european Seafood sector.

SUCCESS was an initiative funded under the Horizon 2020 programme. The project brought together an integrated team of scientists from all areas of fisheries and aquaculture, alongside industry partners and key stakeholders, with the goal of developing solutions to enhance the competitiveness of the European fisheries and aquaculture sector.
SUCCESS focused on two main strategies to strengthen the sector’s competitiveness:(i) increasing demand for EU seafood products, particularly by raising awareness of the benefits of European production (including sustainability requirements and adaptation to market changes);(ii) reducing costs in specific segments of the production chain.
For both strategies, the project analysed developments in global markets, as well as consumer preferences and awareness related to European seafood products. Furthermore, SUCCESS explored the various segments of the value chain (from fisheries and aquaculture producers to processing companies, wholesalers, retailers, direct marketing operators, mobile fishmongers, and restaurants), assessing their potential for competitiveness improvement.

Marine protected Areas Network Towards Sustainable fisheries in the Central Mediterranean is a three year project funded by the European Commission – DG Maritime Affairs and Fisheries (DG MARE) under the theme“ Marine protected areas: network(s) for enhancement of sustainable fisheries in EU Mediterranean waters Mare/2014/41.The main objectives of the project are to review and integrate the knowledge produced in previous national and EU funded projects on the space-time dynamics of fisheries resources and on Ecosystem Approach to Fishery in the Central Mediterranean;investigate how a network of marine managed areas (MMAs) can contribute to improve sustainable fisheries in the Central Mediterranean focusing on two case studies, the Strait of Sicily and the Northern Adriatic. The objective of the study is the assessment of specific fishery management scenarios in order to establish the relevant multiannual plans in accordance with the CFP (Common Fishery Policy) objectives and with the guidelines adopted by the GFCM (General Fishery Commission for the Mediterranean).

Assessment of the relationships between environmental factors, trophic chain structure, and distribution patterns of fish species in the waters of Campania, aimed at supporting the implementation of collective actions for integrated resource management.

The main objective of the project is to identify a model for the regional development of fisheries and aquaculture in Campania, based on an integrated management approach in which each operator, along with other economic activities affecting coastal areas, is included within a holistic system where all elements are interconnected and communicate with one another.

ECOFISHMAN: Results-based Management to contribute to the reform of the Common Fisheries Policy.

EcoFishMan is an EU FP7 project that aims at developing a responsive fisheries management system (RFMS) which contributes to solving the problems inherent in the current EU fisheries management system. It does that by addressing some of the structural problems of the Common Fisheries Policy as pointed out in the Green Paper. The focus of this project remains primarily on the system of decision making and the division of responsibilities among policy makers, managers, industry and other stakeholders.As part of the EcoFishMan project, NISEA provided its expertise to CNR/ISMAR for the implementation of the RFMS in Case Study 4: development of a management plan for demersal fisheries in GSA17.

SOCIOEC, Socio economic effects of management measures of the future CFP.

SOCIOEC is a collaborative project funded by the European Union under the Seventh Framework Programme for Research and Technological Development (FP7; Food, Agriculture and Fisheries). The project consortium consists of 25 partners from 12 countries and is coordinated by the Johann Heinrich von Thünen Institute in Germany. The consortium brings together both stakeholders representing the fisheries sector and experts from three key academic disciplines within fisheries science (ecology, economics, and social sciences).
SOCIOEC aims to deliver a comprehensive analysis of the wide range of current and emerging management measures under the Common Fisheries Policy (CFP). It will develop potential future measures to foster a more profitable and efficient fisheries sector that provides sustainable employment, supports societal objectives, and contributes to social well-being.
